Any ideas on how to get rid of an unwanted FRESH tattoo?

My sister just got a huge skull and crossbones tattooed on her arm during spring break (she was intoxicated). She only wanted it to be about 1 inch X 1 inch, but the tattoo artist took some liberties and talked her into getting it MUCH bigger than that (about 6 inch X 4 inch).
Is there anything she can do to get ride of it?
Also that tattoo artist who was her friend said he was using some new "permanent" ink, does such a think even exist?
By "permanent," I mean he said that a laser couldn't remove the ink. I think he was just full of it, but I thought I would ask to see if anyone wanted to back him up.
